A very high degree of honesty is necessary, if the work that is done by the various government departments is to be done effectively. This way, employees who are tempted to be dishonest will be caught in their tracks. In any event, the very existence of such checks and controls is likely to act as deterrence to employees who would otherwise be tempted to be dishonest.
